Under the PDPA, “personal data” refers to data (whether true or not) about an individual who can be identified (a) from that data; or (b) from that data and other information to which the organisation (i.e. in this case, Vet Central) has or is likely to have access. This would include amongst other things, personal identifying information that Vet Central may collect from users who purchase products on the Website (e.g. name, address, email address, contact numbers etc) or from its employees. There are obligations which Vet Central has to comply with in the way it collects, stores, uses, discloses and transfers personal data. For example, organisations must inform individuals of the purposes for which their personal data will be collected, used and disclosed and obtain the individuals’ consent to the same before the personal data may be so collected, used and disclosed. We handle your personal data in accordance with the Personal Data Protection Act 2012 of Singapore (“PDPA”) and the regulations enacted under it (as may be amended from time to time).
This Privacy Policy sets out how and why we collect, retain, use, transfer and disclose your personal information (which under this Privacy Policy, includes personal data (as defined under the PDPA)) and how you may access your personal information and correct it. These include deemed consent by conduct where the individual voluntarily provides his personal data to Vet Central for purposes that are objectively obvious and reasonably appropriate from the surrounding circumstances (e.g. provision of credit card data to make payment) and deemed consent by contractual necessity where Vet Central (i.e. as initial recipient of the personal data) has to disclose the personal data to another downstream organisation where such disclosure (and collection) is reasonably necessary to fulfil the contract between the individual and the Vet Central (e.g. credit card data being disclosed by Vet Central to its bank). However, in view that there are limited circumstances only where deemed consent applies, the better approach would be to still obtain express consent from the individuals for the collection, use and disclosure of their personal data for the various purposes required by Vet Central.

What this means in practice for Vet Central is that purposes whichnot relevant to Vet Central’s provision of the relevant product or service (for example, collecting personal data for Vet Central’s marketing/promotional activities or to send marketing/promotional material to the user) (“extraneous purposes”) should not be included in the list below. Instead extraneous purposes should be specifically consented to by the user (e.g. creating a separate list of purposes with individual checkboxes for the user has to tick) before the personal data may be used for such purposes.

Access to and Correction of Personal Data:Under the PDPA, an organisation must, upon request by an individual, provide the individual with the following as soon as reasonably possible: a) personal data about the individual that is in the possession or under the control of the organisation; and b) information about the ways in which that personal data has been or may have been used or disclosed by the organisation within a year before the date of the individual’s request.
In addition, an individual may submit a request for an organisation to correct an error or omission in the individual’s personal data that is in the possession or under the control of the organisation (a “correction request”). Unless the organisation is satisfied on reasonable grounds that the correction should not be made, it should – a) correct the personal data as soon as practicable; and b) send the corrected personal data to every other organisation to which the personal data was disclosed by the organisation within a year before the date the correction request was made, unless that other organisation does not need the corrected personal data for any legal or business purpose.
